Despite billions of naira being budgeted for the security agencies, non-state actors have continued to kill and kidnap people for ransom in Kaduna and other states.

The majority of Nigeria’s security formations are located in Kaduna and this has not helped the situation of the state as it remains one of the worst affected in the country.
